PETITION TO THE HOUSE OF ASSEMBLY OF NEWFOUNDLAND AND LABRADOR

To the Honourable House of Assembly in Legislative Session Convened:

WHEREAS Premier Tony Wakeham promised Newfoundlanders and Labradorians that he would not sign a new Churchill Falls deal without first putting it to a province-wide referendum;

WHEREAS the new Churchill Falls agreement would establish arrangements extending for approximately 50 years beyond the expiry of the existing power contract in 2041, shaping the province's electricity, revenues and economic future for generations;

WHEREAS Newfoundland and Labrador owns the majority interest in Churchill Falls and supplies enormous amounts of hydroelectric power to Quebec, yet most Newfoundlanders and Labradorians continue to pay substantially higher electricity rates than Quebecers;

WHEREAS any new Churchill Falls agreement should put Newfoundlanders and Labradorians first and ensure that the people of this province receive a fair share of the benefits from the power produced here;

WHEREAS a special sitting of the House of Assembly is not a substitute for the binding, province-wide referendum that was promised to the people during the 2025 provincial election campaign;

THEREFORE, WE PETITION THE HONOURABLE HOUSE OF ASSEMBLY AS FOLLOWS:

We, the undersigned, call upon the House of Assembly to refuse to approve the Definitive Cooperation and Implementation Agreement announced on August 17, 2026, unless and until it has been approved by the electors of Newfoundland and Labrador through a binding, province-wide referendum.

No government should commit Newfoundland and Labrador to another half-century Churchill Falls agreement without the consent of its people.
