Subject: Honour the Promise – Vote NO on Churchill Falls Without a Referendum

Dear [MHA Name],

I am writing as your constituent to urge you to uphold a fundamental commitment to the people of Newfoundland and Labrador regarding our energy future.

During the 2025 provincial election campaign, Premier Tony Wakeham made a clear promise – he would not sign a new Churchill Falls deal without first putting it to the electors of this province in a binding referendum. That promise must be kept.

Churchill Falls is one of the most critical public assets our province holds. Any agreement extending past the 2041 contract expiry will dictate our electricity rates, provincial revenues, economic growth, and energy sovereignty for generations.

While Premier Wakeham has called a special sitting of the House of Assembly to debate the Definitive Cooperation and Implementation Agreement signed on August 17, 2026, legislative debate is not a substitute for the public referendum that was promised to Newfoundlanders and Labradorians.

On a decision of this magnitude, the people deserve the final say.

I am asking you, as my elected representative, to commit to the following:

  1. Vote "NO" on adopting the Definitive Cooperation and Implementation Agreement unless and until it is approved by the electors in a binding, province-wide referendum.

  2. Publicly call on Premier Wakeham to fulfill his commitment to hold a referendum before any final agreement is ratified.

  3. Stand for your constituents over party lines: If caucus discipline or party leadership demands that you vote to approve this agreement without a referendum, I ask that you break party ranks or sit as an Independent MHA to defend our democratic right to vote

This is not a partisan issue – it is a matter of trust, accountability, and the democratic mandate given by the voters.
